Build timeout reads "210 minutes | 210 minutes | Custom (up to 4h)" and Dependency cache storage reads "2 GB | 100 GB | Custom", so both figures in this record are the Starter column. The page states the free plan's timeout in its FAQ: "On our Free plan, your build times out at 90 minutes, while on Starter and Pro, it can run up to 210 minutes."
