We track 554 pricing changes across the developer tool ecosystem. The data shows a clear pattern: 427 negative changes (free tier removals, limit reductions, restrictions) vs 92 positive changes (expansions, new tiers). Free tier erosion is real, but not universal — some vendors are actively expanding.

This index scores 37 major developer tools by free tier sustainability, using our deal change data, company financial signals, and competitive dynamics. Build on the greens, watch the yellows, plan exits from the reds.

The grades are editorial. Grades set 2026-03-26, one revised 2026-09-05, and each row below carries the date its own grade was set. 1. How We Score Risk

Our risk scores combine four factors, weighted by predictive value.

Pricing History (40% weight)

Has this vendor changed pricing before? How recently? What direction? A vendor with 2+ negative changes in 12 months is flagged high risk. Vendors actively expanding get a boost. Data source: our 554 tracked deal changes. 1 of the 37 graded vendors have no record in that log at all — CockroachDB — so this factor supplied nothing for them and their grade rests on financial signals, competitive pressure and free tier strategic value.

Financial Signals (25% weight)

Is the company profitable, or VC-subsidized? Has it been acquired recently? IPO pressure, acquisition integration, and runway concerns all increase risk. Microsoft-backed (GitHub), Alphabet-backed (Google Cloud), and profitable companies (Cloudflare) score lower risk.

Competitive Pressure (20% weight)

Does the vendor face strong competition in its category? Intense competition (AI/ML APIs, hosting) forces vendors to maintain free tiers as acquisition tools. Monopolistic positions (Spotify API) allow vendors to extract more value.

Free Tier Strategic Value (15% weight)

Is the free tier a strategic funnel (developer acquisition tool) or a cost center? Vendors whose business model depends on developer adoption (Cloudflare, Auth0) are more likely to preserve free tiers. Vendors where free users are a cost (Heroku under Salesforce) are likely to cut.

📊 The Two-Strike Rule

Vendors with 2+ pricing changes in 12 months almost always make a third. From our data, 48 vendors have made multiple changes: AWS (7), OpenAI (5), GitHub Copilot (4), Netlify (4), DigitalOcean (4), Cursor (4), Amazon Kiro (4), Amazon SP-API (3). When you see the second change, start your migration plan — the third is coming.

📈 Changes by Month

Each change is counted in the month its terms took effect. A change read off a page that does not say when it changed is not counted here — those are below, by the month we read the page. 🏢 The Acquisition Pattern

Acquisitions precede free tier changes by 6-18 months. Pattern examples: Heroku (Salesforce acquisition → free tier removed), HCP Terraform (IBM acquisition → BSL license → legacy tier EOL), Neon (Databricks acquisition → pricing restructured), SendGrid (Twilio acquisition → free tier removed). When a developer tool gets acquired, budget for a paid plan or prepare to migrate.

💰 The Credit-Based Transition

Credit-based pricing is the intermediate step before free tier reduction. Vercel, Netlify, and Fly.io all moved to credit-based models before tightening limits. The credit model lets vendors reduce free usage gradually (lower credits) without the PR hit of "free tier removed." If your vendor announces credits, plan ahead.

Not all changes are negative. 92 of 554 changes were positive (new tiers or expansions). Safe signals: profitable company with developer funnel business model (Cloudflare, GitHub), open-source core with commercial layer (Grafana, Sentry), and competitive market forcing free tier maintenance (AI coding tools, cloud providers).

10. Counter-Trends — Who's Expanding Free Tiers

While most pricing changes are negative (427 of 554), a meaningful minority of vendors are actively expanding. Understanding why reveals what makes a free tier durable.

The Cloudflare Model

What they did:

Added free Queues, expanded Workers, Durable Objects pricing reduction, launched $250K startup program — all in Q1 2026. More free, not less.

Why it works:

Cloudflare's free tier is a strategic moat, not a cost center. Every free Workers user is a potential enterprise CDN customer. The network effect means more developers → more sites → more edge traffic → more enterprise deals. Free tier investment has positive ROI.

The lesson:

When the free tier IS the business model's funnel (not a charity), it's durable. Look for this pattern: Cloudflare (CDN → enterprise), GitHub (repos → Copilot/Enterprise), Auth0 (dev auth → enterprise IAM).

AI Coding Tools

GitHub Copilot Free (2K completions), Windsurf launch, Anthropic rate increases. The AI coding wars are forcing vendors to compete on free tier generosity. This is the most expansionary category in our dataset.

Cloud Providers

AWS restructured and expanded free tier (Jan 2026). Google Always Free stable for years. Azure Founders Hub offers $150K credits. Big cloud free tiers are acquisition funnels that drive billions in enterprise spend.

Open-Source First

Grafana Cloud (50GB logs free), Sentry (5K errors), Prometheus ecosystem. Open-source core means community forks prevent vendor lock-in — which means the commercial layer must stay competitive.

Practical Risk Mitigation

Build on abstractions, not implementations

Use ORMs instead of raw database SDKs. Use S3-compatible APIs instead of vendor-specific storage. Use OpenTelemetry instead of vendor-specific APM agents. When the vendor changes, you swap the backend — not the codebase.

Evaluate free tiers like you evaluate dependencies

Before adopting a free tier, check: Is the company profitable? Has pricing changed in the last 12 months? Is there competitive pressure to maintain the free tier? Would your project survive if the free tier disappeared tomorrow? Our pricing change timeline answers the first question.

Multi-vendor for critical infrastructure

Don't put all infrastructure on one vendor's free tier. Combine providers: Cloudflare (CDN/DNS) + Railway or Render (compute) + Neon or Supabase (database) + Resend or Postmark (email).
